Highlands Ranch is a census-designated place, not a city, so there is no town building department: the permit comes from Douglas County and the covenants from the Highlands Ranch Community Association. Douglas County recommends getting HOA or architectural committee approval before applying, and its pool and spa submittal asks for plans stamped by a Colorado registered professional engineer, a site plan with distances to the property lines, and the barrier detail. So the order is association, then county, then the move. Size matters here in a way it does not elsewhere in the metro. Some large tubs run over 8 feet on a side, and a swim spa, capped at 17 by 8 feet, has to go in the rear yard with screening, which on a lot with no side access is often what decides between a walk-in move and a crane.
