What Denver's own rules say about spa water, permits and the street
Denver's standard for disposing of swimming pool waste water allows pool water to be used for irrigation, and allows discharge to the storm sewer only with a state permit or a chlorine residual below 0.5 mg/l, pumped along the curb at no more than 200 gallons a minute to a catch basin within four blocks, and only when the temperature is at least 40F.

Denver Community Planning and Development states that pools and spas installed as permanent structures need zoning and sewer use and drainage permits, interior or in-ground ones also need building permits, and trade permits such as electrical may be needed, usually issued online as quick permits.

And if the tub is going out rather than across town, Large Item Pickup will not take it: a dead tub is a hauler, a cut-up and a trip to a disposal site.
